Resumo: O presente trabalho se configura como um relatório de residência em administração pública, a qual foi realizada na Vigilância Socioassistencial da Secretaria de Desenvolvimento Social e Cidadania do município de Lavras, Minas Gerais. O setor é responsável pelo acompanhamento dos serviços de assistência social e desenvolvimento de políticas que promovam a melhoria da qualidade dos mesmos. Após a execução de uma política de redistribuição de demanda dos Centros de Referência em Assistência Social (CRAS) ocorrida no ano de 2024, responsáveis por treze bairros do município, se fez necessária a sistematização de dados que identificassem se houve sucesso no remanejamento para as novas unidades de referência. Para tal, foi construída uma tabela para cada um dos bairros participantes da redistribuição, que demonstra o percentual de atendimentos de moradores daquele bairro registrados na antiga e na nova unidade de referência nos períodos de seis meses anteriores e posteriores à mudança. Sendo assim, o objetivo deste relatório foi identificar as consequências da redistribuição dos CRAS de referência de treze bairros do município de Lavras e do quadro geral de prestação de serviços de assistência social pelo CRAS e pelo Centro de Referência em Assistência Social (CREAS). A metodologia se baseou na sistematização e interpretação de dados primários, a partir de uma planilha disponibilizada pela Secretaria, que continha informações referentes aos atendimentos realizados no período de 2013 a 2025. Os resultados concluíram que em dez dos trezes bairros afetados houve sucesso no remanejamento de demanda, fazendo com que a população passasse a frequentar a nova unidade escolhida, em detrimento da antiga. Além da sistematização de dados principal, foram desenvolvidos materiais complementares que permitem visualizar a evolução dos dados após a redistribuição, além do cenário geral desde o início dos registros. Para conclusões em relação às consequências da mudança e o panorama atual da Assistência Social Municipal, faz-se necessário um posterior trabalho de análise.
Abstract: This study consists of a Public Administration Residency Report developed within the Social Assistance Surveillance Unit of the Municipal Department of Social Development and Citizenship of Lavras, Minas Gerais, Brazil. The Social Assistance Surveillance Unit is responsible for monitoring social assistance services and producing information that supports the planning, management, and improvement of public social assistance policies within the municipality. Following the implementation of a policy to redistribute the coverage areas of the Social Assistance Reference Centers (CRAS) in 2024, involving thirteen neighborhoods in the municipality, it became necessary to systematize information capable of assessing the effects of this change. Among the products developed, special emphasis is given to the preparation of specific tables for each neighborhood included in the redistribution process, presenting the percentage of services provided to residents at both the former and the new reference units during the six-month periods before and after the change. Accordingly, the objective of this report was to identify the effects of the redistribution of the reference CRAS units for the thirteen affected neighborhoods, as well as to examine the overall panorama of social assistance services provided by the Social Assistance Reference Centers (CRAS) and the Specialized Social Assistance Reference Center (CREAS) in the municipality of Lavras. The methodology was based on the systematization and interpretation of primary data obtained from a database provided by the Municipal Department of Social Development and Citizenship, containing records of services delivered between 2013 and 2025. The results indicated that, in ten of the thirteen neighborhoods affected by the redistribution, the demand reallocation process was successful, as evidenced by the predominance of service records at the new reference units compared to the former ones. In addition to the main data systematization, complementary materials were produced to illustrate the evolution of the indicators following the redistribution, as well as the historical trends observed since the beginning of the available records. However, a more comprehensive understanding of the consequences of this change and of the current state of municipal social assistance services requires further studies aimed at conducting a detailed analysis of the results obtained.
